Four Layers of Safety to Limit the Spread of the Novel Coronavirus on Campus

About Dr. Brauer: 

Dr. Brauer is the Associate Director for Infrastructure and Special Projects at the University of Illinois Fire Service Institute (IFSI).   He joined the IFSI Field Staff in 1998 and celebrated the completion of two decades of full-time work in August of 2020.  Hehas volunteered as a fire officer and EMT since 1990.  He is passionate about improving training, education, certification, and research in the fire and emergency services to have a safer, better informed, and better-defined profession.

Brian is engaged with the Pro Board® Fire Service Professional Qualifications System as the Chairman of the Committee on Accreditation and sits on the Board of Directors.  He is active with the North American Fire Training Directors and led the research for the organization’s strategic planning.  He is also a Registered Nurse and is the EMS Coordinator for the 51,580-person University of Illinois campus.  In each of these roles he has leveraged his formal education to implement sustained organizational change within the organizations.

Brian earned a Bachelor’s Degree in Nursing from the University of Illinois at Chicago, a Master’s in Global Human Resource Education from the University of Illinois at Urbana Champaign (UIUC), and a Doctorate in Education in Educational Policy and Organizational Leadership from UIUC.  His Dissertation was a study of a fire department which underwent change as a result of fireground death, and was recognized by the University Council on Workforce and Human Resource Education as the 2017 Outstanding Dissertation.  .  Since completing his degree Brian has been continuing his research to help agencies in the fire and emergency services implement models for organizational and behavioral change to successfully make changes in within the organizations and connecting educational best practices to the development of standards, training programs, and accredited certification.

            Since February of 2020, Brian has additionally served as an Emergency Operations Center Manager for the University of Illinois and Champaign County response to the SARS-CoV2 pandemic.  He has leveraged his expertise in emergency response, healthcare, and higher education to help guide the policies and procedures at an executive level to plan for, respond to, mitigate, and recover from the crisis, including the creation of a layered safety model for reducing risk on campus.
